Jorge Castro works as a Policy Officer in the Coordination of Digital Strategy and Green ICT Unit of DG CNECT, responsible for the European Commission’s overall strategy and policy development in relation to the digital economy, in particular following the implementation of the Digital Strategy and relevant aspects of the European Green Deal, as well as analysing global market and technology developments, providing geostrategic perspectives and, as appropriate, legal advice. He co-drafted the European Commission Communication on "Shaping Europe’s digital future". As part of its global outreach, it is responsible for devising and implementing policy and projects to promote technological sovereignty and alignment with EU rules outside the EU.
Previously, Jorge worked at the Internet of Things (IoT) Unit of DG CNECT, responsible for the conception, analysis and co-ordination of IoT policies, such as cybersecurity, privacy and data protection. He co-drafted the “European Commission Staff Working Document on Liability for emerging digital technologies” and he was part of the “European Commission Expert Group on liability and new technologies”.
Before joining the European Commission, he worked as a public affairs consultant specialised in EU digital and ICT policy and regulation, advising and counselling leading ICT Fortune 500 companies, as well as NGOs. He started his professional career in the open source software and open standards community.
Jorge holds a Law degree from the University of Zaragoza (Spain), a Master’s degree in European Policies from the Real Instituto de Estudios Europeos of Zaragoza (Spain), and a Master’s degree in European Law from the Europa-Institut of Saarbrücken (Germany).
